Site WatchPictish remains are to be saved after controversial plans for a sand and gravel quarry in Strathnairn were turned down by the Scottish Executive. Campaigners are claiming victory after an appeal by Pat Munro (Alness Ltd) against Highland Council’s rejection in August 2000 of the development at Wester Lairgs was rejected reports The Inverness Courier.The decision represents an about face by the Executive’s inquiry reporters unit, which initially said it was minded to grant planning permission after staging a public hearing in 2001. However, new information came to light, including evidence of a possible Pictish burial ground, and the inquiry was re-opened late last year.
The Executive has now concluded that the quarry plan does not accord with the development plan; that sand and gravel reserves in the Inverness area are adequate and that the precautionary principle should be applied in view of the possible Pictish remains.
