A Bronze Age stone circle, a Saxon monument and a 1930s lido are among tens of thousands of historic sites to have fallen victim to the ravages of time and vandals armed with spray paint.

Alarm at the scale of such destruction has prompted plans for the first comprehensive register of England's neglected and decaying heritage to assess the full extent of the problem. No other country in Europe has produced such a picture of its heritage.

Having focused its attention to date on Grade I and Grade II* listed sites, which make up just 8 per cent of the country's protected sites, English Heritage is now including Grade II buildings to determine how many of these are at risk as well.

The Heritage at Risk project, to begin in July, will include scheduled monuments, archaeology, historic landscapes, parks and gardens, places of worship, conservation areas, battlefields and maritime wrecks. Crumbling churches and castles will be listed alongside deteriorating libraries, swimming baths, schools, hospitals and police stations.

The Bronze Age Birkrigg Common (Druid's Temple) stone circle in Cumbria will also feature on the list because its stones have been sprayed with paint on more than one occasion.

I believe that deliberate vandalism should be dealt with first, especially when it comes to ancient monuments. One would almost think it's a bit silly to worry about whether the corner library had a window smashed- is the same as someone who has used spray paint on an ancient and unique monument.
This is almost the same as having far too many categories, that will result in claims of not having enough money or resources to properly enforce the desired protection.
Policy makers often give only lip service, without any real motivation to correcting the problem, Stiff fines, Incarceration, or loss of property by the vandals and their families might make these vandals think twice before commiting any act.

I've not read the full report, but is this sort of similar to "The Monuments at Risk Survey of England 1995" as published in 1998

More than one in five of England's archaeological sites and monuments are at risk, according to English Heritage.

The organisation says the threats include natural processes and man-made dangers like development and vandals.

English Heritage has compiled an at-risk register covering England's 20,000 scheduled ancient monuments, which includes archaeological sites

It hopes publication will spur local authorities and the public to take action before it is too late.

English Heritage chairman Lord Bruce-Lockhart said: "The results of this first report show that everybody must live near, walk past or know of a heritage treasure at risk near them."

The organisation wants local authorities to be more aware of their responsibilities to conserve threatened listed buildings, and is offering funds to help compel owners to repair and refurbish them.

It also wants the public to get more involved with conservation by joining amenity societies and residents' groups.

English Heritage is keen to stress that the challenge to conserve now extends not only to listed buildings and monuments, but also to historic landscapes, parks and even protected wreck sites off the English coast.

Chief Executive Dr Simon Thurley said: "These are places, buildings and landscapes that have the potential to shape the quality and even the course of our lives.

"Yet their future is uncertain."
