Proposals for the improvement of the A303 Trunk Road between Amesbury and Berwick Down, including the section past Stonehenge and a bypass of Winterbourne Stoke, have been the subject of extensive study and consultation since 1991.

The challenge has been to find an acceptable solution for the improvement of the section through the World Heritage Site past Stonehenge. In July 1998 the Government announced that this section would be dualled on the line of the existing road with the 2 km section closest to the Stones placed in a tunnel. The alignment of the tunnel was carefully selected so as to minimise damage to the archaeology of the area. Illustrative construction options, a 2km cut and cover tunnel and a 2 km shallow bored tunnel, are in the process of being assessed for feasibility, environmental impact and construction
cost.

However, I must point out that the 4km bored tunnel, though assessed as for alternative routes, is not consistent with Government policy as set out in the 1998 Roads Review. The Government has made it clear that a scheme that includes a 4km long bored tunnel at an estimated cost of £300 million is unaffordable and offers insufficient benefit for the large extra cost
involved.

As he's from the Highways Agency, he appears to be looking at this totally as a road project which is worryingly wrong for a reply from a supposedly cross-discipline Government web site! Who is 'wearing the trousers' in this relationship?

I am inclined to agree that £300 million is a hell of a lot of money. Is this a realistic cost or an over-inflated one?

Conversely, how much might 2km tunnel costs over-run to, including security costs of dealing with the mother-of-all-armies of angry crusties on the march, intent on stopping the work! (Not that I'm saying a M-o-a-A-o-A-C-o-t-m is a bad thing but let's face facts here.)
