This photo dates from around the time Lord Antrobus (the owner of Stonehenge) decided to put a fence around the Monument and charge admission. 1s, I believe was the fee. Unseen here, but out on the Road beyond the Stones to the right, was built a little ticket booth just to the east of the Heel Stone.

Stonehenge had at this time re-entered the Public Consciousness, in that Stone-56 had only recently been righted. It was big news at the time and people came from far and wide to see the Mighty Stones in their New Glory. Antrobus, with his decision to 'Shamelessly Commercialize' the Property, created quite a storm of controversy among the Citizens of nearby West Amesbury who felt is was their birthright to visit the Stones as they pleased.

Seen standing with his back to Stone-16 is the Police Constable hired to thwart any effort by pesky intruders to hop the fence undetected!

Just thinking how Stone 16 resembles an axe-head from this angle, and how the raised, slightly-tilted, fat inverted V mark on its inner face could be a hafted axe. There are marks on its NW side like adzed wood, too. ('The axe beside the axis'?)
