I'm new, so please excuse this if it is a redundant question, but has this ruin been "enhanced" so that the markings are more pronounced? If so, how does the government allow this to happen?

The stone has not been "enhanced." The officials just make sure no one vandalises it, that it doesnÄt keel over and the rain doesn't hit it directly, causing erosion.
