the more exact location seems to be:
Latitude: -16.992612
Longitude: 13.250090

The site is 1200m at the opposite to the Epupa Falls at the Kunene River. It is probably better to reach from the Namibian side of the river.

there are also concentric circles with cup marks in its center and engraved human footprints to see.
