In 1988, I took up the Conservation Officer post at Penwith District Council and immediatey write to ''''English'''' Heritage, expressing concern that many significant sites and monuments in the area remained unscheduled. EH wrote back with the utter lie (as it turned out) that a new scheduling programme was under way and due for completion in 5 years. 5 years later I wrote again. "Should be very soon now", And so on. And, of course, it never happened, Not 5 years after that or even 10. I left the job in 1998. In 2008, a member of the CAU wrote in a report to the Cornwall AONB team that EH had suspended all new scheduling in West Penwith in 1987, due to the area being given an Environmentally Sensitive Area designation. And this was BEFORE I ever wrote that first letter! This, EH had said, was sufficient protection. Except that farmers could choose not to enter the ESA scheme, which had statutory teeth whatsoever! So, EH not only serially lied to me, but through me, to the Local Authority itself!
