The number of people who have voted is shown as well as the averaged score. Problem is that most photos receive no votes and so get a zero score, but that doesn't mean that they are poor photos and worth less than a pic getting a score of 1 or more. Just means no one has bothered to vote and so the poor old photographer gets no feedback or encouragement - hence the article appealing for more voters (sound like Mr Blair don't I?)
