I agree hat more use of the ratings system should be used. This article has just made me check my own photos. The vast majority are scored as 0, as I'd expect, but those that do have scores are nearly all 9s and 10s. This is meaningless unless you know how many people have actually rated the photo. Just 1 maybe clicking in the wrong place? Or many people who all thought a shaky shot of a well was so fantastic they had to rate it as 10? I'll never know, but I can guess :)
