Despite the name it wasn't created to be Stonehenge 2. It's a teaching tool for Prehistoric European, Babylonian and Maori astronomy. There's a lot in there that's not in Stonehenge UK. I think there'd be issues with creating an authentic Stonehenge replica as a spiritual site. There are people pushing for a prehistoric Celtic past for NZ (e.g. http://www.celticnz.co.nz/, which despite the claims of the linked site, has major political ramifications for the politics of Maori land claims.
