Excuse me if I sound ignorant of the situation from both points of view; but, would archaeological investigation , or for that matter a major dig disturb the habitat of the otter or other creatures not yet reported? If not, then the otters pose as a good inhibitance to the quarrying until a dig can commence. And then the gravelers may may then take the refuse from the dig (I'm sure there would be enough to warrant such a plan if the quarry company is so adamant about digging in (at such a social cost as to encur destroying socio-economic support and habitat, not to mention what seems to be major archaeological record). *Excuse any type errors that may result from too much drink at a late hour.
