Of course there was no threat from Wales - a network of roads and forts covered the whole country from south to north. There was also a legionary fortress at Chester during this time. You say Offa's Dyke "meanders in and out of the two kingdoms" - news to me that Wales is a kingdom. I thought it was a principality?
The Scriptores Historia Augustae is considered to be "not a reliable source for any of the period that it purports to cover", and contains a vast number of errors and just plain fiction. The History actually says "He built a wall across the island of Britain from sea to sea, and thus made the province secure"
