Basically noon can be up to 16 mins either side of the sun being at it's highest (closest daylight moment of year at Summer Solstice - June 20th 2008 23.59 Universal Time (GMT)).
This year the 20th June is nearly 1 min longer than the 21st and even less longer than the 19th (about 3 secs of twilight time).
Our ancestors would certainly have been able to calculate the precise day of Solstice. Too many calculators and not enough looking at the sky.
