I have to say I agree with an MP (and a Tory one at that) for a change. The government want the kudos of a World Heritage site but don't want to spend money on it. As Robinson says they want it on the cheap.
My opinion of New Labour is that they hate the countryside, rural people and their way of life and especially anything old. They want [b]New[/b] Labour, [New] Britain and [New] Motorways covering up everything else.
The solution is simple lose the road or dig the tunnel.
As for obligations towards World Heritage sites, I quote (my emphasis)
Inclusion in the World Heritage List is essentially honorific and leaves the existing rights and obligations of owners, occupiers and planning authorities unaffected. A prerequisite for World Heritage Site status is, nevertheless, the existence of effective legal protection and the establishment or firm prospect of management plans agreed with site owners to ensure each site’s conservation and presentation.
