This wheel is normally explained as a Sun-Wheel, but the surrounding dots more likely suggest a nocturnal imagery of the North Celestial Polar Axis.
A wheel is describing something rotating around a center, and this doesn´t fit the solar motion in the ecliptic.
BTW: I have other of the posted photos to depict Star Constellations and even the contour og the Milky Way.
