I read about the diving side of this about 4yrs ago. Ghadafi's son is a keen diver and was hoping to persuade the old man that diving was good for the country. I hunted on the web but could find no commercial dive centres (there were two local diving clubs though).
There are probably many underwater historical remains off the coast of Libya when you consider Greek, Roman and their enemies' (eg Carthage) activities along this coast. Even more tantalising is the thought of Bronze Age and Neolithic discoveries, just think of the wrecks found off Cape Gelidonya in Turkey.
