According to Burl, the site was restored in 1925 by Dr Quine who described it as a partial restoration & another report suggests that eight (of an original thirteen stones) were retrieved from a gate for the restoration. This would suggest that three stones remained in place when Dr Quine arrived. What date is the Wainwright quote?
