The first question to ask is What is wrong with the present legislation?
For a start, it is not widely understood, and therefore not used effectively. There are a number of cases on record of prosecutions failing because the wrong section of an act or even the wrong Act has been used. A second point somewhat harder to prove is that those empowered to act and for that matter the courts do not have sufficient will to enforce the law vigorously. In my opinion the primary consideration should be the latter. Changing the law, and some of it does need changing, will only improve the situation if the will to enforce it is in place.
