As boats are quite common for transport in that area the access limitation is perhaps not really strange. Also most of the rock faces are heavily disintegrating and may suffer when people crawl around at the site. So i somehow understand the restrictions.
Apart from the fact, that it is not allowed anyway: There has been no hiking path leading to the site afaik. As a result someone inexperienced may end up in an uncomfortable situation. There are many steep or even vertical rock faces and the folding of the mountains makes it at least a hard task. Climbing does not necessarily mean using ropes. At least that's not what i meant. Do you have better wording?
