Despite your disability, you sound like a fairly inconsiderate person. Demanding something does not give you the right to have it. 4x4's are being banned or restricted from places likes this for a definite reason. If they were not being destroyed by wheeled vehicles and were still grassed pathways, you would probably be able to take a mobility scooter along them. Now many of them are becoming completely unwalkable, and only traversable by off-road bikes and 4x4's.
