Stugsie, I appreciate what you're saying but I just don't see that happening. Much awful vandalism has happened at sites and sod all has been done. And let's not get started on illegal metal detecting... (as opposed to responsible metal detecting). That's the point, to get the law enforced when things are stolen or vandalised.
