I urge caution before you get the wallopers involved. Police forces insist on being given a set of rules before they get involved. So how do you define anti-social behaviour?. We might find that taking photos is a crime, that suddenly our favourite sites where we like to lounge around and dream about what might have happened here so long ago are closed to us because we are not authorised people.
Me I like turning up at isolated sites on nights of the full moon with my favourite girlfriend and a bottle of wine to try to reconnect with some of the rituals that may have been practised there. I'd hate the heritage police to rush in and demand to see my credentials.
The past is just a figment of our imaginations it is not a sacred place. We must be tolerant of other peoples approach to it. Has some wacker metal detecting in a howling gale on a muddy field at what is rumoured to be an ancient battlefield any less worthy than an Oxford don sitting at his desk with a glass of nice red conjuring up the thoughts of some Roman General who may or may not have been present at the battle which may or may not have happened.
There are plenty of laws covering stealing. Inevitably some sites will be damaged and disappear but others perhaps because of their special qualities will stand the test of time. We must remember that the past is being created at a frightening rate and we need mechanisms of neglect and lack of relevance to function or else we will drown in it's artefacts.
