I don't know about this being "a startling new theory". Lake Agassiz has been known about for a long time. And the fact that sea levels would have risen after it flushed down the St Lawrence. I'm sure people have been muttering about this concept for a while - maybe it's only now that they've got the "critical mass of evidence".
I guess it's just the usual journalistic hyperbole in the use of the adjectives "startling" and "groundbreaking".
