Every ethnic group in Africa practiced some form of astronomy. In a world where the sky was your clock, it was just plain practical to do so (and maybe even the difference between living and dying).

This also the case in North and South America. You can find evidence that the smallest tribe of Indians practiced some basic astronomy with rock formations, all the way to the complex cities and observatories of the Aztec and Mayan civilizations.

The medicine wheels of the Plains Sioux show that everybody needs to know what time it is, no mater where you are.
