I believe that deliberate vandalism should be dealt with first, especially when it comes to ancient monuments. One would almost think it's a bit silly to worry about whether the corner library had a window smashed- is the same as someone who has used spray paint on an ancient and unique monument.
This is almost the same as having far too many categories, that will result in claims of not having enough money or resources to properly enforce the desired protection.
Policy makers often give only lip service, without any real motivation to correcting the problem, Stiff fines, Incarceration, or loss of property by the vandals and their families might make these vandals think twice before commiting any act.
