No, you do not necessarily have to extend the argument to embrace everything else that starts with Tot or Toot. Place names spelt the same by us may have begun as quite different words.
A main point though is this: most, perhaps all, the searching for word origins has been done in the past by blinkered Christians. They never went back far enough because no one can. Go through the OED and you'll find probably no word origins assigned to the Neolithic and Bronze Age. Yet many IE /Celtic words would probably be recognisable by the megalith builders, if only they could speak to us.
