Stonehenge still stands within its rural setting; there are no homes near to Stonehenge. However, Stonehenge does presently lie between two main roads with a dangerous junction and has an ugly visitor centre with its car park.
If all goes to plan, then the visitor centre and car park will be moved some miles away; one road will be closed and the other placed within a tunnel. The ancient landscape around Stonehenge will be restored and you'll have to walk there, either across the landscape or from one of a few land train dropping-off points from the new visitor centre. The "land train" will have pneumatic tyres and not run on rails. It will not go straight to Stonehenge but take a circular route around the whole World Heritage Site, dropping you off at you're preferred place of alightment for your walk to the stones. For those who come to Stonehenge as the culmination of a journey, then the experience should be greatly enhanced. For those who want to "do" Stonehenge in half an hour on their to somewhere-else, then its bad news.
