I would have no trouble at all accepting that these stones are made by the native peoples of Florida OR by new comers.
I seem to recall a National Geographic one pager on stones with holes found in near shore California waters. One of the "discoverers" claimed it as proof that Chinese seafarers had been in the waters of California (frequently) in preColumbian time. Unfortunately, much more recent Asian Americans could also recall their grandparents making such anchor stones in the 1880's.
For something as obvious as a stone with a hole. I'd imagine that a lot of people have made such things up until the advent of cheap concrete.
These may well be "stone age" stones. Just not Noah's stone age stones.
