Although the stones are, technically, randomly arranged in the sense that their placement was not due to to human construction, the circle they form WAS constructed by the removal of other stones that formerly littered the inside. Whether this was done in prehistoric times or more recently is impossible to say as the usual dating techmiques for circles is not appropriate here.
