I believe it's an anti-earthquake technique, you find it in a lot of tectonically active areas (including all over Lycia).

Mycenae, Kefalonia, places in Italy, Albania, Lebanon, Easter Island, Peru--seems to have been a technique used in a number of places worldwide. There must have been a knack to it and as Mr. Morgan points out, an advantage in doing it that makes it worth the extra work.

I did wonder if this construction method was to minimise earthquake damage, this was the only building constructed like it that I noticed, so warranted a quick photo.
