Looks like one of those old bottle and can openers to me, like you get on a swiss army knife !

Having looked at both pics, it almost begs to be ridden - I guess the 'saddle' is about a metre off the ground? Did you try?

Looks like the eye and snout of a surfacing seal with gaping mouth!
