Because many of them are now scheduled monuments, see the Ancient Monuments and Archaeological Areas Act 1979:

"2 Control of works affecting scheduled monuments.
(1)If any person executes or causes or permits to be executed any works to which this section applies he shall be guilty of an offence unless the works are authorised under this Part of this Act."






hi david...im not talking about lawmakers or statutes, acts and declarations by people who have no 'connections' to the rings and other monuments. just cos its written on paper doesn't 'mean' anything. if st pauls were to fall down should we rebuild it? (leaving personal religious convictions aside). some/most? would answer yes, because it's a living and currently used monument. if we say that and agree to it in principle, then logically it follows we must say the same for stonehenge surely? take a circle like blakeley rise in the lake district; reerected by a school master and his pupils in the early part of the twentieth century with the stones set into concrete. question; should it have been done or left as was? a further question; should it be undone and return to its pre bronze age state?

Forgot to chase this up, but after telling EH about damage to Barbrook II, I got the following back re this modification of Hordron Edge.

I've been out to the Stones of Hordron and put the loose stones back in corresponding holes in the turf - so it should look broadly as it did before the recent episode of stone moving (the smaller stones are not set into the subsoil and tend to drift around over the the site - and probably have done for a very long time).
