In a perfect world l would say South Somerset " Ham Hill " my reason would have to be they will be excavating on top of the hill and will be holding a fair on there to coincide with the event. So I think this would be perfect place and timing to have a Megalithic portal meeting ?
To be fair it is a bit out of the way, so my idea would somewhere in the middle (ish) of the country so to give every one a chance of getting to the meeting.

What's the date of the fair Caradoc? Some of us in the south might be able to make it, a good excuse for a meet up.
