What is a tax disc? is it something like a tv licence? (after having a read it could it be the equivalent to our E-Tabs - can't drive through certain areas unpaid otherwise they fine you for using the road).
If this is so, why do you have to buy a holder for them?

a tax disc is the round piece of paper you stick behind the windshield
to prove you have paid your "road fund license"
same as a license in the states or anywhere else just a way of taxing motorists, I would be surprised if much of it gets spent on the roads.
They need a holder because they are not self adhesive and need to be changed regularly.
Here in Ireland we have to display a Tax disc, an insurance docket and a vehicle test cert in the windscreen so our holders have three sections.
The police stand in the middle of slow sections of road and look for out of date ones ( there isn't much traffic here !)
