Orkney council ‘obstructing inquiry into boy’s funding’
Two councils are at loggerheads over disabled boy's care

Orkney Islands Council has been accused of hampering attempts to resolve a funding dispute over the care of a severely disabled child.

Cambridgeshire county council claims that the local authority has refused to co-operate with its attempt to find a solution to the case of the six-year-old boy from Orkney, who suffers from a congenital heart condition.

The child, who cannot be named for legal reasons, was born in Orkney but sent to live with relatives in Cambridgeshire in 2005, because his parents were unable to care for him.

Orkney, which had provided financial assistance, stopped payments because it said Cambridgeshire was responsible. The English council said Orkney should pay because the boy was born there.

Last month both local authorities were criticised by a judge, who described the impact of the funding row on the boy’s carers as “cataclysmic” and referred the case to the UK and Scottish governments.
