For what it's worth, I visited Tara last year and found it wonderful, with the M3 in no way detracting from its attraction. The road is little under a kilometer away and I can't recall that I noticed it.
I can see why people wouldn't want a motorway anywhere near it, but wouldn't it be more strategic to push for UNESCO status first and then worry about the highway? Forgive my ignorance but it seems like the M3 ethics depend on it being a UNESCO site. Anyone more well versed on the logistics?
On the other hand, if 73% of the population want the highway re-routed, that seems pretty significant...
In any event, Tara was one of my favorite sites (the combination of high wind and standing stones is intoxicating)!
