On All Hallows Eve in the neighbourhood of Long Compton we saw little strips of white cloth had been tied to tree branches .. are they to represent the souls of the dead? null

They are called clouties, traditionally left as offerings to the spirits at holy wells. See

I agree, modern versions of this tradition have mutated to include tying all sorts of non-biodegradable rubbish like plastic bags anywhere people feel like. Not good.
