This page leaves a blank map in IE 9 (Win 7) same with IE 8 (Under XP). Works fine in Firefox and Chrome - both of which are far superior as browsers. IE is rubbish!

I have fixed the zooming and panning on the OS map, there were two different versions of the Openlayers map script clashing, one from the OS and one from us. I now only load the one that is needed and this works for me.
Not tested on Internet Explorer yet - that sounds like a separate problem. Progress anyway.

I am seeing some of the problems you mention here but if varies from computer to computer (even with the same browser) so is difficult to debug.
I tried to upgrade the maps to the latest version but the markers stopped working so I had to 'roll back' to the previous version again. This doesn't appear to have been totally successful (much like the Nat West banking problems last year but a little less critical!)
If anyone has been seeing an 'API key not valid' pop up on site pages - this was a separate problem at Ordnance Survey which has apparently been fixed - unless anyone is still seeing this error?

I have noticed that the zoom up and down thingy at the top left-hand side of the os site map has lost its line down the centre - could that be part of the problem. It was similar to a fader on a amplifier or music system which you moved up/down. Bit difficult to explain that really.

Yes, that's the thing that seems to be some sort of interaction between the two maps. It doesn't happen when just the OS one is present. Other than that observation it's not at all clear what's causing it or how I halve the scrolling speed, but it would be fixing the symptom rather than the cause. If there are any OpenLayers / OpenSpace programmers out there please make yourselves known!

Its better than it was Andy, but site map still whizzing around when you move it about and not staying still as it should. Certainly a bit better.
