I have a book on digital-photography for underwater photographers (or at least I did, but two days of searching haven't located it) which has a section on the ethics/morals of manipulating images. It gives a few examples of pre-digital photography where the picture has either been altered or set-up to portray a story.
One was one of the iconic images used in the USA during the anti-Vietnam protests. The original photograph showed a lampost "growing" out of one of the main subject's head. This was airbrushed out.
The author also argues that any shot of a major politician with the family is a fake - try standing outside No10 and see if the PM will come out and pose for a mere member of the public.
Mind you I do remember Ted Heath shaking hands with the public and posing on "Morning Cloud" for pics in The Scillies!

My own "delete-able" list has included out of focus items and multiple nearly identical photos.

It's a difficult call, I have sometimes erased items, not sure if I have here, to make the photo better. I suppose it depends on the intended purpose of the photo - a record or a piece of art.
Personally, if it's not to excess then I don't mind.

I see there's a discussion on a Duloe photo page re editing out eyesores from photos.
I deleted the man mowing the top of the mound here and also some electricity power lines here and a plastic bottle floating in the water here
That second photo page link doesn't seem to be working for me.
